Do we even know...

 ...let's say about Germany in the 1930s?

There was a joke going around, "The Third Reich must have been a 'democratic' place where regional governors/gauleiters passed on information to the US (for later use by immigrants from Kolkata) even as Nazi Germany fought the US all over the world. No one knew what the regional governors/gauleiters were doing, no one ever found out." (Sarcasm alert: It meant people found out.)
