Once the Parsis had supposedly got BT's House in 1997, certain changes were introduced, these changes were informal, covert and illegal.
However, the changes apparently had the support of the entire Clinton administration. (Whether it was connected to the Brabourne Hunger Strike of 1998 was not yet clear.)
A system of appraisal was introduced, within the House, to adjudge the suitability of the legit lease heir.

Apparently, the Clintons wanted Henry Kissinger to have the final say in everything, and Kissinger's focus seemed to have been to reduce the stature and bargaining power of IAEA officials. "It ought to be a focus area for STEM professionals, why Kissinger and IAEA never got along with each other".
iii. In case the legit lease heir was adjudged 'unsuitable' by Kissinger's arbitrary decisions, she would never be allowed any opinion on political and military matters. No thinking, no writing, no discussion, no publication, just cleaning dishes and mopping the floors, somewhat like Antara's life.
Despite being adjudged 'unsuitable' in the late 1990s, if Antara still tried to intellectually persist or show up CPI-backed stalwarts like Chetla, then the US Govt would have to bear bizarre cost-cutting measures, closure of govt departments etc while the entire world would have to pay heavy tariffs for global trade.
"Such was the clout of the CPI, surely not only among the judiciary in Mexico."
iv. Antara was advised to "persist with the allusions work, for the sake of Indians, else the failure to understand Brabourne (and Kolkata) during 1998-99 would turn into a cataclysm, and India should not be forced to pay such a price."
