 In view of the crisis created by NS Road, it was beginning to seem

i. That several of the ex-POTUSes had wrong-headed notions of scientific priorities. 

For example, Antara had always stressed on researching meteorites whereas the POTUSes were not happy unless lease proposals had innovative weaponry designs, that too on a stupendous scale.

ii. That legit lease supporters were being pushed back because they supported an 'intelligence-based lease', not a weaponry one.

iii. That the same Indian Communist groups that had rejected Wolfowitz-Dershowitz in 2007 because it didn't have rocketry designs were playing their games again, did they plan to waste another couple of decades using the same arguments?

Since the legit lease was not going to be transformed into a weaponry lease or aerospace lease, it was parting ways with the White House in DC.
