 Chetla and Gupta had apparently asked for "excessive pressure" on everyone to check if Antara had any support from Europe at all, before they asked Macron and Costa to wreak havoc all around, this was decided after Antara had sent the email on the Franco-Russian alliance (1890s) and the departmental store, Le Bon Marche.

That was not the way it worked. 

Antara was supposed to investigate the problems of all European countries, even the ones not part of the EU, town by town, municipality by municipality. Obviously, she had managed to cover large swathes of Germany, but also parts of France, Italy, Spain, with some focus on the Nordic countries and their islands. 

Thus, Europe needed the support from Antara, it was not Antara who had to go looking for support.

For example, the following was Antara's work on Falticeni, Romania:

Maybe Macron and Costa would get the idea what Europe needed from Antara
